Experience
Dale Desnoyers is well-known for his service and leadership as the Director of Environmental Remediation at the New York State Department of Environmental Conservation ("DEC"), capstone of his career in public service, which also included terms as a State environmental lawyer and County Public Defender.
At the DEC, Mr. Desnoyers was responsible for the statewide implementation of the State Superfund, Environmental Restoration, Brownfield Cleanup, Voluntary Cleanup, Resource Conservation and Recovery Act (“RCRA”), Bulk Storage and Spill Response Programs. He oversaw the cleanup of thousands of contaminated sites statewide, managing hundreds of millions of dollars in annual appropriations and supervising a staff of over 400 engineers, scientists and technicians.
During his tenure, he focused on innovation in the implementation of complex laws and regulations, making them more accessible and transparent to the public, streamlining statutory processes where possible, and employing technology to lower costs and improve communication. Dale moved to his leadership position on the basis of his work as Counsel to the Department's Division of Environmental Remediation, which was responsible for providing legal advice and support for the various environmental cleanup programs, for which he was later given full responsibility. With his experience in these two significant positions, his understanding of both the legal and practical implementation aspects of New York's environmental remediation programs is unique and profound.
Prior to his work in the environmental arena, Dale served as Public Defender in Columbia County, managing an office of nine staff responsible for defending misdemeanor and felony criminal cases. His office also represented clients in Family Court, handling custody and support matters. Later, he was as Associate and then Managing Partner at the law firm of Coffin, Inman, Christiana & Desnoyers, where he was engaged in a wide range of practice areas: criminal, family court, traffic court, surrogate matters, matrimonial cases and civil litigation.
In addition to his extensive legal experience in both the public and private sectors, Mr. Desnoyers owned and managed several businesses, beginning in his college years. His business experience has served him well in understanding business issues and perspectives.
